
It often starts with a phone call.
A port partner notices an unfamiliar vehicle lingering near a restricted area. A contractor sees someone where they shouldn’t be. A visitor feels that something “just doesn’t seem right.”
Ten years ago, those moments might have gone unreported. But today, thanks to a simple idea, “See Something, Say Something”, they spark action.
“A quick call to the Harbour Master’s Office/Port Patrol team sets an investigation in motion,” said Vicki Gruber, Director of Safety & Security and Harbour Master at HOPA Ports.
What began as a poster on the wall has grown into one of the most important aspects of our port’s safety and security culture.

From Reactive to Proactive
When the initiative launched a decade ago, the goal was to change the way people thought about security. Instead of treating safety as something handled only after a problem surfaced, we asked our community to think and act differently: to be proactive, to pay attention, and to speak up.
“It was a proactive initiative designed to empower our employees, tenants, and stakeholders to report any suspicious activity or behavior that could signal a potential security concern,” explained Gruber. “When I finish a call with someone who says ‘…like you said, Vic, See Something, Say Something’, I know the message has been received.”
“The shift has been profound. Situational awareness has grown. Reporting has become second nature. Together, we’ve built a safer, more connected community,” Gruber continued.
A True Team Effort
Every report is taken seriously. The Harbour Master’s Office/Port Patrol team investigate each report, carefully assessing whether to involve local law enforcement partners. Strong relationships with local, provincial, and federal agencies means that any concern, receives the right action.
“We’ve built strong relationships with public safety partners at every level. Together, we’ve created a true team effort in keeping our port network safe.”
More Than Incidents—It’s About People
Yes, there have been reports of suspicious activity over the years. And yes, some have required police investigation. But what inspires Gruber most, are the people who take the time to report a concern.
“For over 30 years, security has been a part of my life,” she said. “What inspires me is our people. I know this initiative is making a difference in keeping our port safe, and that’s what motivates me every day.”
Looking Ahead
As See Something, Say Something marks its tenth anniversary, the future is top of mind. The initiative has already reshaped how our port thinks about security. Now, the focus is on keeping that proactive spirit alive.
“I want the next decade to be just as proactive,” said Gruber. “Let’s continue to lead with awareness, speak up with courage, and protect what matters most.”
