What you’ll do:
Under the direction of the Director, Safety and Security/Harbour Master, the Administrator/Port Patrol Officer assists in the monitoring of ship traffic control for the Hamilton Harbour and Port of Oshawa. This position will also assist in maintaining the security of the Hamilton-Oshawa Port Authority properties and port facilities. This is a hybrid position that requires the incumbent to work 60% in office as Administrator and 40% as Harbour Masters Office/Port Patrol Officer.
Key Responsibilities:
In cooperation with various departments, you will provide expertise and support in the following areas including but not limited to:
Administration
- Be the main point of contact for processing Port Security Access Card applications, sponsorship lists and audits
- Process Marine Transportation Security Clearance applications
Port Security
- Conduct mobile inspections/audits of the port properties to ensure compliance and immediately report breaches of security incidents and threats
- Ensure security awareness and vigilance in the Port and at the marine facilities
- Respond to and investigate emergency incidents/situations (including environmental); direct third-party responders
- Ensure security equipment is operated, tested, calibrated and maintained in compliance with the Port Security Plan and security requirements
- Perform security checks on HOPA buildings
Ship Traffic Control
- Communicate with vessels via marine VHF radio to ensure the safe movement of traffic in the harbour; assign berths as needed
- Assist with the response to and investigations of vessel and marine occurrences
- Monitor and record vessel traffic including arrival and departure, harbour movements, ports of call, cargo and pilots
- Ensure compliance of activities with various agencies under the Port Authority Operations Regulations; reporting noncompliance to Director, Safety & Security / Harbour Master
General
- Enforce Canada Marine Act, Port Authority Operating Regulations, HOPA policies and procedures, and all other acts, legislation and/or regulations observed by HOPA
- Other duties as required
EDUCATION / EXPERIENCE REQUIRED
- Technical/Community College – Protection, Security and Investigations certificate or equivalent
- Enforcement Officer under Transport Canada or willingness to obtain
- Pass various criminal/security background checks
- Valid Province of Ontario Driver’s License
- Pleasure Craft Operator Card (PCOC) – preferred
- VHF Maine Radio Operators Certificate (ROC-MC) – preferred
KNOWLEDGE & SKILLS
- Strong understanding of security practices and procedures
- Strong attention to detail and organizational skills
- Excellent communication skills, both written and verbal
- MS Office including Word and Outlook
- Must be able to work independently and in a team environment
WORKING CONDITIONS
- Physical and Sensory Demands:
- Pose of threat/unknown risk or injury;
- may be required to work in hazardous environments requiring personal protective equipment
- Physical efforts may include: climbing ladders, lifting or pulling heavy objects
- May be exposed to inclement weather conditions
- Shift work/weekends as required
SALARY RANGE
Starting salary of $58,000-62,000; commensurate with experience.
